The crazy paparazzo who chased Justin Bieber down an L.A. freeway back in July, has finally been slapped with a restraining order for his reckless antics.

According to reports,

Paul Raef is facing 4 criminal charges from the July 6 chase … after cops say he was dangerously weaving through traffic at breakneck speed.

And if you didn’t already think this Raef character was a class-A moron, here’s the real icing on the cake.  Apparently, back in 2010, the photog was arrested for doing the exact same thing to get a picture of supermodel Heidi Klum!

Oh, but that time – he ended his high-speed chase by punching another photographer (who he believed ruined his chance of snapping a pic of the elusive Klum) in the face.

Nice going Paul.  You sound like a real class act.

Raef if due back in court August 9th.  We hope the judge really throws the book at him this time!
